In a large bowl, mix ground beef, breadcrumbs, milk, minced garlic, sliced scallion whites, salt, and red pepper flakes until combined. Form into 4 cm meatballs and arrange on the baking sheet.

Brush meatballs lightly with vegetable oil. Bake in the preheated oven for 15 minutes, or until cooked through.

While the meatballs bake, whisk together sour cream, mayonnaise, buffalo hot sauce, rice vinegar, soy sauce, and honey in a medium bowl until smooth.
